Will Twitter Make Schedule Feature Available?

Screen shot for schedule feature available now for Twitter advertisers only allowing them to schedule posts and tweets up to 1 year in advance
On mid-October, the official Twitter blog announced the schedule feature for its premium users: those who are using paid advertising account.

"With scheduled Tweets, advertisers can publish content at any time without having staff on-call to Tweet on evenings, weekends, holidays, or other inconvenient times. Advertisers also gain the flexibility to plan content in advance for events like premieres and product releases" according to the post on Twitter's blog.

The question, obviously now, is:
Will Twitter make schedule feature available to all users?

Facebook has not allowed this feature till mid- 2012 while it has been already available only through social media management companies such as HootSuite for example.

Will Twitter allow few months to satisfy the advertisers before turning the schedule feature into publicly available feature to all users who have free Twitter accounts?
If the answer is yes, should it be available to anyone (personal accounts) or just to corporate and brand accounts? Share your thoughts :)
